Wow, that’s pretty bad. I used them a while ago and it was fine. Maybe you could try a racknerd shared plan from one of their sales, or a buyshared reseller account. Neither are UK but are available in Europe.
Otherwise, @SMARTHOST may be able to make a custom plan

I have been very happy with @MikePT Uptime is great in Germany (Hetzner) location from what I can tell from my Uptimerobot. Performance is very good, too. It's gonna be slower support replies than other hosts, though. Mike is alone and has a family to care for :P
