C14 doesn't have a bandwidth charge per se, they charge for transfer operations and C14 itself is semi-offline storage. Are you thinking of Scaleway's object storage product? It would surprise me if they gave free bandwidth for that, beyond the free-tier 75gb.

Wait what, they have free transfer between C14 and object store now? That seems too good to be true. Lemme check into it.
Added: it looks like they have drastically changed how C14 works. I guess it wasn't that attractive before. I used it for a few long term backups but might put some more stuff in it now. Thanks for calling my attention to this.
I have stuff in the old version but might migrate some of it to the new version. I do notice the old version seems a little more "archival", with slower access but higher redundancy. The new version uses 6+3 erasure coding and says something about "not always on" servers, which is a little scary if it means the are power cycling HDD's.
Ok, it looks like C14 Cold Storage and only transfer to and from Scaleway Object Storage, which costs 0.01eur/GB/m. It doesn't sound like one can get charged for a partial month. So if you have 1TB in cold storage, that's 2 eur/m which is pretty good, but if you restore it then it is 10 eur/m and it could be that you get charged that much if even if it's only restored long enough for you to retrieve it on another machine. So that's not that much different than a .01/GB transfer cost. I still think we need a refresh of @Hetzner_OL StorageBox to compete with this .

Well, C14 is meant to be a long-term storage in the first place, and iirc it doesn't cost for bandwidth inside the DC, so you can spin up a VM with those unmetered BW and reverse proxy it to the s3 endpoint.
BTW, according to scaleway, object storage is also hourly billed

So if one would have an object storage buffer of e.g. 100 GB to move backups in, one would pay 1€/month for the object storage and then move it for free to C14 paying 0.002 / GB / month in total. To retrieve such a backup one has to pay additionally 0.01 / GB for transfer, right?
@tehdartherer yes it does sound that way, if your objects can fit into your 100gb buffer zone and you don't mind the multiple moves. But if regular object storage is billed hourly, that seems to solve the issue. If I understand the blurb, you can just put your stuff there, then change the storage class to "cold". When you want to get the files back, change the storage back to normal, then wait a few minutes while the data is retrieved.

The main thing is that they are now more expensive per TB than your storage servers, especially in the smaller sizes (below 2TB). The pricing has been the same since November 2015 if I'm not mistaken, and the new and fancier Nextcloud product is the same price. I'm sure your tech team has already looked into doing an object storage product and that will be great too. I'm personally more interested in raw disk space than an object store, but lots of other people do want object storage. You already sort of have that in the Nextcloud product fwiw, but that's not S3-style afaict.

Where did you check your outbound usage? Last time I asked support about it (which was like last week), they told me you are not able to see outbound traffic usage

Yup, unfortunately we can't. But they charged me for bandwidth usage while I put that object storage behind Cloudflare, so I just think it has exceeded the free 75 GB outbound bandwidth and bandwidth alliances don't apply for object storage.

Yes, Scaleway has joined the Bandwidth Alliance, but they haven't declared anywhere yet that traffic from / to C14 is free with Cloudflare.
