I've used Bootstrap Studio with success. Admittedly it's a bit clunky and seems to discourage any source code editing which is annoying. They had a good reason though, due to their software design.
so how about Dreamweaver ... old school, right ?
I don't know how to code JS, so the DW is still a great tool to code the simple HTML, ofcos need to read and edit the bootstrap manually!

I use bootstrap studio demo (browser based). Unfortunately theres no easy way to export the html so I wrote a bookmarklet to make the html copy-able.
