No proof requested, you just have to assert the EU address you give is yours OR that you're an EU citizen. Don't see the need for a VPN, as EU citizens are entitled no matter where they live.
EURid are under instruction to pull .eu domains from UK registered entities when the UK crashes out from its temporary membership extension just after Christmas, but I can't see them practically being able to police anything retrospectively for non UK addressed registrations.

A: well TBH I do not expect any of them to disappear soon. B: I would bet that ovh will still be among the cheapest. It's already been out a while, consistently cheap + they are the operator so no middle men getting their cut here, and finally, I believe they do understand that since it's technically an advertisement for their company, it's mostly the low price vs. other TLDs that makes it atractive.
On the other hand, cyou's regular renewal price on Porkbun is already around 4 USD, stream and review regular renewals are over 21 USD. C: Cloudflare is guaranteed to be the cheapest (downside is, they don't have as many TLDs as Porkbun and co., plus ccTLDs seem to be missing too...)
