1. Are these KVM VPS ?
Yes, these are KVM VPS.

What are the OS options?
We currently have Ubuntu, Debian & CentOS options available in the control panel, custom ISO are installable via ticket.
Is IPv6 enabled?
IPv6 is not supported on this server right now, however you can always use a IPv6 tunnel broker like HE.
Plans to implement IPv6 in the near future.
When will these be provisioned?
These VPS should be provisioned by 6th December, most probably earlier.

I usually succeed - from Thailand - to reach any node in SG between 8 to 12 hops..... 131.153.46.141 needs 15!
Not really sure how important it could be!

By the way, do you know the reason why lines 18 and 19 (the last two lines) of the traceroute I posted seem identical?

26ms or 29ms as I got is quite good, I can get up to 41/45 in a lot of cases.

I shared my tracert before, not because of the time, but because of the "going around" part which may be worrying if anyone try to change something!

China is worse. I don't live in China so I can't test directly. You may try:

http://ping.pe/ has several nodes in China, ping and mtr
https://ping.chinaz.com/ has more nodes but ping only
https://tool.chinaz.com/tracert/ has traceroute on more nodes, but you can only select one node at a time
