Yes I'm sure as I live here.
The rules are for .hr domain (you need to have a company to get one), but .com.hr anyone can have.

Do it via local registrars and I gave urls to them.
Eurodns, 101domains, Marcaria are outdated.

I had some of them regged to my Bosnian address. I've used infonet.hr

I checked domene.hr and it looks like it is only second-level (*.hr) domains that have (EU) geo-restriction.
I could not find any restrictions for com.hr or other third-level domains.
It is funny the information is wrong on so many websites.

I've told you, their info is outdated.
There is no restrictions for .com.hr now.
