If you aren't already signed up and have a credit card to sign up with, why not give Oracle Cloud a shot? You get two free x86 VMs with similar specs to your requirements, and a single free ARM VM that can go up to 4 cores and 24GB of RAM. Or multiple VMs if you split that up into chunks.
Cheap dedis are my drug, and I'm too far gone to turn back.

The IO of their machines is not satisfactory.
OP mentioned that specs are not important.
Besides Oracle Cloud has better IO on bigger storage, 200GB performs better than default 50GB.

Well, I don't have such strict requirements, but it is acceptable to spend a small amount of money to improve the experience of the server.
Oracle's free tier is also acceptable, for "free" sake.

I've had no issues on my end. The x86 VMs definitely are a bit slow in terms of Disk I/O but my 4C/24G ARM instance flies. I've got a Minecraft server running on it with no issues. It's unfortunate it seems hit & miss for some people. I've got my instances in Phoenix, myself.

You're right, Oracle's free tier just doesn't meet my needs, but it does for chip.
