You need port 80, I guess you want to build a website.
If you want to build a website, then finding a suitable web hosting provider will be a better choice.
It's not realistic if you want quality service at such a low price.

Assuming you want to setup HTTP server, there are still ways to setup one with NAT vps, for example http proxy provided by the VPS provider, or cloudflare. As for FTP server, you can use non-standard port for IPv4 or standard port through IPv6.
