To be fair, it is quite cheap for what you get when you factor in the actual server specifications. It sounds like it may not be a 100Mbit hard cap, more if you abuse it and they need to cap you, they can.
The server is still available, it's a Black Friday promotional price. It's hard to find a dedicated server in the US for this price.
