Well, from 4068 down to 2324 on 4 Cores, is quite a hit, my guess, CPU Priority.
You can peak all 4 cores with your Package if the Node has plenty, but since its Loaded, you getting deprioritized.
Higher Packages likely get more priority, but this is just a guess, some providers do that but not all.
Given that you got 0.3% Steal, does not look like the Node is overloaded, just loaded.
