They will only allow when you buy the whole company from the second party and their assets which include their present billing system (which is hostbill)

I don't think so.. But they may ask for some written document from the second party like purchasing agreement.
You should contact Hostbill for confirmation before purchasing or making any payments.

Yeah I tried Blesta for several months and it just didn't work. Come to find out that the Proxmox blesta module is pretty much EOL for anything past Proxmox v4/5?
Modules Garden did a kickstarter to redo the Proxmox module but never got the funds to finish it.
If you're looking to switch from Blesta to Hostbill, make sure to send them an email to their sales reps first, might be able to get yourself a small discount on a license.
As for transferring licenses I can't comment on that but couldn't imagine it ending well if found out / against ToS. If their policy is revoking, that'd be a pretty fast waste of a lifetime license with a relatively inexpensive renewal fee.
