Scaleway has this. But yeah ?

Maybe ExtraVM, but they seem to be OOS.
IIRC, they don't have RDNS for IPv6, unless things has changed?
For domain registrations, create an account at Dynadot (ref) and spend $9.99 within 48 hours to receive $5 DynaDollars!
Looking for cost-effective Managed/Anycast/DDoS-Protected/Geo DNS Services? Try ClouDNS (aff).
I hope that you don't need a fully routable /112, because that's going to be nearly impossible, specially if you want a reliable provider.
In Germany you would have some more options from the usual cheap providers.

Scaleway does afaik, I’m not sure about ExtraVM as I don’t currently have a machine there.

Pardon my question but why is rDNS important, is it for mail use?
I bench YABS 24/7/365 unless it's a leap year.
... never try to setup your own MTA. kthx.

Too expensive plans.

Yours truly.
True, saw your name mentioned, figured if you had any insight on Rdns

I have an ultravps. Details in PM.

They (Scaleway) do provide /64 IPv6 blocks but rDNS for IPv6 is not supported

First-Root's KVM Power Edition Start has everything you want but is just above your budget: 3.6E/mo (VAT excl.) on a 12-month contract. https://www.first-root.com/server/vps/kvm-power-edition/#fndtn-panel-start
No NVMe though. Or is 'regular' SSD also an option, @thedp?
LOL, Online.net did this (in the past) so I leaped to the wrong conclusion.
Regular SSD is fine too.
I know something will come up from Netcup so might just keep an eye on that
Edit: If choices are limited, I will definitely consider UK and DE, and I know who to go for in the UK

for ipv6 rdns via control panel also might consider a BuyVM slice in LU (1 GB for 0$3.50/m almost within budget)
I think @freerangecloud also supports ipv6 rdns via control panel - they have a new node in Norway, and might have a deal in your price range if you check with them

If you're fine with paying yearly I can do one of our Egg plans for $30 (shoot me a DM for discount code). Norway or Netherlands locations: https://freerangecloud.com/cart.php?a=add&pid=111
We do have IPv6 rDNS support - it's a little clunky as you have to add records one at a time. We can also delegate IPv6 rDNS to your own nameservers
https://freerangecloud.com - VPS, shared hosting, LIR services & more!
if you consider DE or FI, cloud.hetzner.com got what you want.
Not 100% sure its ssd though.
I suggest you keep an eye on Netcup (yes DE, but you mentioned you're open to DE too). If you can snag one of their VPS deals (billed annually at roughly €20/year which works out to <€2/month), you'll have everything you need plus a very generous (unusable?) 40TB of traffic a month. They're remarkably stable for the typical VPS use case.
They were part of the Advent calendar for the Dec 2nd but I think they may make yet another appearance.
