There aren't any VPS / cloud providers targeting individuals in Berlin AFAIK. You can try In-Berlin's VServer service but they only accept signups through fax or postal mail.
We're working on a Berlin site and should be available in 2023 Q1. There are some unforeseeable delays due to paperwork otherwise it can be done earlier :-(
strato.de - but have fun cancelling your contract (!) with them when you no longer need the server.
