I need a box, I don't care about the location as it is a dev box.

Budget is around 8 USD a month.

KVM

2-4 GB Ram
2-4 Cores
20-40 GB Space
2 TB Bandwich

2 IPv4
/64 Ipv6

Custom ISO upload is a must. I do not want to have to ticket to reinstall.
Nested Virt is a must.

I have been looking for a bit now and nothing has the requirements. They have all lacked one or other.

Dynamic IP vs Static IP rates

Why/How are dynamic IPs cheaper than static IPs?

Tried googling about this but all I got are definitions of what dynamic/static IPs are but economically, why though?

For residential connections, wouldn't it be cheaper to just allocate an address and be done with (until the user cancels their subscription or something) rather than dealing with the whole IP pools & recycling addresses shenanigans?

To get specific IP ASN data you can do this:
