I need a vps:

in EU or US region
it has to be billed by hour, so that I can enable/disable/remove it if needed (my isp/gov randomly blocks server IPs/IP ranges, so I need a cheap/free way of changing server or IP)
no KYC or credit card or phone number, payable with crypto
