I am not sure if that's connected but my only VPS which is up is the one in NJ who doesn't use 47.87.* IP subnet. Also xTOM IPV6 in .de respond to the ping, just Zenlayer/Alibaba IPv4 doesn't. @FrankZ are your non 47.87.* VPSes affected?
