Maybe a maximum $/Ram and storage combo? Usually average KVM offers around here are anywhere around $2-4/GB of RAM and $1-3/10 GB of SSD.

Why not virtualbox? NVM, just read you use linux. Virt-manager is something I have used for some of my homelab stuff. Does what is needed to be done without much drama.
