There have been some wondering about the progress of our bandwidth upgrade. I made a deal with Cogent because their bandwidth was reasonable and their ipv4 cost was a lot cheaper than some others.

Try using a ftp client on the server itself. This eliminates any outside influences. If its still slow on the server then check the ftp configuration.
