They have a POP in NL for Iaas(like aws instances) used one with them earlier. If u r from US, it may be messed up, but can be used for websites in apac region, so I will give it a try, to see how it works.

Have u considered OpenNebula panel? They do have a Virtual router to configure nat(can't figure how to use it), but u can also use iptables.

it is similar to those websites selling cheap unlimited cpanel licences (I saw a post abot it on let). everything works & updates, but you cannot verify your license on cpanel as it's not genuine
