Frankly speaking, one should do the due diligence about potential transfers with the providers, if allowed, only then post.
Also, one should provide transfer fees upfront so as to avoid surprises.
I think this should be the norm.
Makes it wasteful for the potential buyers if the deal is not going through if the provider denies the same or charges an exorbitant fee.
In fairness, the transfer fee is stated in the listing ($10).
