Problem is that people take bait and for hefty discount lock themselves for two or three years with the old ISP and in case of premature termination of contract (which can be done anytime) they need to pay penalties. Usually that's the difference between discounted price they paid and full price.
There are always other options. To not take discount from the ISP (and pay full price without lock-in contractual obligations) or simply pick other ISP who don't do contractual bindings.
