Do you want to offer a DA license to VPS customers of yours or do you want a VPS with DA?

As the others said, no one is allowed to resell licenses.

My licenses, as well as the hosts that @uptime mentioned, are "value added" licenses, meaning we're allowed to include them with a service to be used within our datacenters, but we're not allowed to resell them for external use.

DirectAdmin permanently shuts down accounts that try to do this all the time. You're breaking their TOS/AUP.
